Lawyer Pham Ngoc Hai currently serves as Director of AMI Law Firm and Arbitrator at the Vietnam–China International Arbitration Center (VCITAC). With extensive experience in litigation and corporate legal advisory, particularly for foreign-invested enterprises, he has been directly involved in handling numerous complex disputes involving significant claim values.
Alongside his legal practice, he holds the position of Deputy Head of the Professional Division under a Decision issued by the University of Law – Hue University; he also serves as Chairperson of the Young Lawyers Club under the Hai Chau Ward Youth Union. In addition, Lawyer Hai actively engages in scientific research, professional seminars, and academic exchanges through press and television platforms. This multidimensional engagement has contributed to strengthening his professional foundation and shaping the development of legal services at AMI.

1. Real Estate Brokerage under the 2023 Law on Real Estate Business and Implementation Orientation
This study provides an in-depth analysis of the new regulations governing real estate brokerage activities under the 2023 Law on Real Estate Business, based on practical brokerage operations in Vietnam. The research compares previous and current legal frameworks, evaluates advancements and implementation challenges, and proposes solutions aimed at enhancing transparency and professionalism in the real estate market.
2. Essential Skills for Law Students to Meet the Requirements of Legal Practice Organizations
Approaching the issue from the perspective of a practicing lawyer and the head of a legal practice organization, Lawyer Pham Ngoc Hai and co-authors identify and systematize the core competencies that law students need to develop in order to meet the professional standards of legal practice organizations. Drawing from practical experience, the article proposes directions for improving legal education methods and narrowing the gap between theory and practice, thereby contributing to the development of high-quality legal human resources.
3. Skills in Evaluating Legal Data, Information, and Regulations
This work forms part of the Training Materials on Teaching Methodology and Skills in Undergraduate Legal Education. Within this framework, Lawyer Pham Ngoc Hai contributed to the development of the section on “Skills in Evaluating Legal Data, Information, and Regulations,” proposing a methodological framework and structured process for training legal analytical skills. The study emphasizes the integration of legal theory, statutory interpretation, and practical application in legal education.
4. Leasehold Rights under the 2024 Land Law and Implementation Orientation
This publication analyzes the newly recognized concept of “leasehold rights” under the 2024 Land Law. Based on a review of the implementation of the 2013 Land Law, the study clarifies significant changes and proposes implementation guidance to ensure consistency and legal certainty in land-related transactions.
5. Regulations on the Resolution of Land Disputes and Related Legal Issues under the 2024 Land Law
This research examines new provisions concerning land dispute resolution mechanisms in correlation with the 2015 Civil Procedure Code and the 2010 Law on Commercial Arbitration. The article evaluates legal impacts, identifies potential issues in practice, and provides recommendations to enhance effective and consistent application.
6. Certain Provisions of Chinese Criminal Procedure Law on Juvenile Offenders and Implications for Vietnamese Criminal Procedure Law
Based on an analysis of significant amendments to the 2018 Criminal Procedure Law of China, this study focuses on mechanisms for protecting the legitimate rights and interests of juveniles. Through comparative legal analysis with Vietnamese law, the article offers legislative and practical recommendations relevant to the ongoing development of domestic criminal procedure legislation.
7. Corporate Legal Personnel: Current Situation, Requirements, and Directions for Quality Enhancement
This article examines the current state of corporate legal personnel in the context of building a rule-of-law state and international integration. It clarifies new requirements in terms of professional knowledge and practical skills, identifies existing limitations, and proposes solutions to enhance the quality of corporate legal professionals in order to meet the evolving demands of enterprise governance and development in the new period.
8. Social Pension Allowance under the 2024 Law on Social Insurance and Implementation Orientation
This study clarifies the legal nature and social welfare significance of the newly introduced social pension allowance under the 2024 Law on Social Insurance. From an implementation perspective, the article analyzes issues arising in practice and provides recommendations aimed at ensuring the feasibility and effective enforcement of this policy.
II. ACADEMIC CONTRIBUTIONS AND SPECIALIZED LEGAL RESEARCH
Pursuant to Decision No. 481/QD-DHL dated June 10, 2024 issued by the University of Law – Hue University on the establishment of the Executive Board and Supporting Committees for coordinating the University’s academic competitions, Lawyer Pham Ngoc Hai serves as Deputy Head of the Academic Committee.
Within this capacity, he participates in professional oversight of the University’s academic programs and competitions, coordinating activities to ensure alignment between training objectives and the substantive academic content implemented.
